Parliamentary Panel to place report on Surrogacy bill TOMORROW…
A parliamentary standing committee on Health will present its report on the surrogacy bill tomorrow. The bill was introduced in November last year in the Lok Sabha. In January, the Rajya Sabha Chairman referred the legislation, as introduced in the Lok Sabha, to the Standing Committee on Health and Family Welfare for examination and a report on it. “The panel will present its report in Parliament tomorrow,” said a member of the panel.
The legislation proposes to regulate surrogacy in India, prohibit commercial surrogacy and allow ethical surrogacy to needy infertile Indian couples. According to the bill, surrogacy is a practise where a woman gives birth to a child for an intending couple and agrees to hand over the child to them after birth.
Under this bill, homosexuals, single parents, and live in couples are also not entitled for surrogacy. Also couples who already have children will not be allowed to go for surrogacy, though they would be free to adopt a child under a separate law.
The bill allows surrogacy only for legally married couples after five years of marriage and with a doctors certificate stating that they are medically unfit to reproduce. Women within the age group of 23 to 50 years and men between 26 to 55 years will be eligible to opt for surrogacy.
To check commercial exploitation and middlemen, the surrogate mother can only be a close relative, like a sister or sister-in-law who is married and has at least one healthy biological child. A woman can be a surrogate only once in her lifetime.

In a major setback to the government today, the parliamentary panel reviewing the surrogacy Bill asked the government to permit commercial surrogacy and allow the service not just for married Indian couples but also live-in partners, single/ divorced women, widows and NRIs and OCIs. The Parliamentary Standing Committee on Health has virtually overturned every major provision of the Surrogacy Regulation Bill 2016, questioning the government rationale in saying that only a close relative of the intending couples can serve as a surrogate mother. The panel has said both related and unrelated women should be allowed to become surrogates.

The National Centre for Disease Control (NCDC) has put neighbouring states on alert following the outbreak of the Nipah virus in Kerala.
Karnataka, Maharashtra and Goa have been asked to take appropriate measures. According to the Union health ministry, 13 confirmed cases were reported in Kerala, while out of the 16 suspected cases, 15 were admitted in Government Medical College, Kozhikode, and one was admitted in Manjeri Medical College in Malappuram. At least 11 people lost their lives to the virus, the health ministry said.
Symptoms of the virus were also seen in two people from Karnataka’s Mangaluru, after they visited Kerala and had reportedly come in contact with infected patients. However, there was no official confirmation on the development.
“Currently, the cases are limited to Kerala only. There is no confirmation of spread of the disease to other states. We urge the public not to panic as the situation is under control.
The Kerala government on Wednesday asked tourists to avoid visiting Kozhikode, Malappuram, Wayanad and Kannur. The Karnataka government, too, directed visitors to avoid eight districts bordering Kerala, including Chamarajnagar, Mysuru, Kodagu, Dakshina Kannada, Uttara Kannada, Udupi, Shivamogga and Chikkamagaluru. Goa is also on high alert.
The Nipah virus is a zoonotic infectious disease that spreads from fruit bats to humans. It can be transmitted to humans from animals (bats, pigs), and can also be transmitted directly from human-to-human.

ISAPL rose to the occasion, yet again. Command center team from Delhi, took over on Phones and the Doctor guided the traumatized girl to be strong and confident to handle the situation as guided over the phone. Coached her into her own first aid, without the first aid kit. Few pictures in between. 2 hours of guided medication and injury handling. By now, the girl is composed and is handling herself. Empathy boosts confidence. The hand needs surgical intervention sooner.
Although a private hospital is within 10 minutes drive….but……No rescue team, ambulance, Police vehicle, No vehicle can move. No person can walk around. etc. NDRF and Police, not in reach.
A girl protected by 2 males on a Scooty, dare to be driven to the nearby private hospital, who Excused the support. Apollo too in disarray.
ISAPL medical team was then hoping of AIIMS, who themselves were struggling with the structural damages. ISAPL medical team in constant connect. Initial injury management done and next course of action is Plastic Surgery.

When an Air Ambulance killed the patient
😢I remember that dreadful night. Ms. Poonam, an employee of US Embassy at Delhi.
This disaster struck and Ms. Poonam was up and running at that fateful night. An Air Ambulance carrying American citizen crash landed on the Roof top a house in Faridabad suburb. It was a long ordeal to rescue and recover the Injured / deceased Americans in this Pilatus.
While the Govt agencies were busy containing the damage and removing debris from the Indian habitat in those congested isles. Poonam was on the toes to transfer the Americans to the Super Specialty hospitals or mortuary.
Almost 12 days of concerted efforts from Ms. Poonam on those injured / deceased. A BIG appreciation and credits from the US State Department. Lots of blessings from the families.
Many many learning from the accident. The ‘Cheaper option’ costed here. The Pilatus and Night flying was a deadly combination. Money matters, not more than the life.
Now ofcourse, the same Ms. Poonam is the Founding Director of ISAPL group.

Just imagine the plight of those patients who were left high-dry-traumatized-cheated-???
Few reasons I could gather:
- There are no guidelines for Air Ambulance operators.
- The market is ofcourse replete with ‘companies’ who have very high budget for PPC / Google Ad Words/ Digital Marketing. Search for ‘Air Ambulance’ and you will know…..
- Indian clients look for the ‘cheapest’ Air Ambulance.
- Most transactions happen in quick ‘Cash’. And lots of ‘commissions / referrals’ to the mediators.
- Compounders impersonate a Doctor on an Air Ambulance
- Individuals are running the Air Ambulance co, with just a security guard
- India in itself doesn’t generate institutional business of Air Ambulance. The patient transfer by Air is very sheepishly ‘controlled’ by the Admin of hospitals. In few cases, the head of hospital’s Emergency department has side business of Air Ambulance Transfers.
ISAPL is pretty happy serving small, global institutional business; ethically.
